So, the Doctor is a Blanketman, and Rose has to save him. She flies an airplane into Blankus Industries, blowing it up, turning every Blanketman into a person again.

In The Age of Steel, in a deleted scene, Jackie says to (the other) Rose, "Oh, Rose! There were ghosts! I mean, BLANKETMEN! Oh, you are so lucky! Oh, oh!"
